Peter B. Meyer

IUPEA Board Member / President and Chief Economist of The E.P. Systems Group, Inc.

 

Peter B. Meyer is President and Chief Economist of The E.P. Systems Group, Inc., a private research firm that has done work on brownfield risk management and regeneration for U.S. HUD, EPA, and EDA.  He is Professor Emeritus of Urban Policy and Economics and Director Emeritus of the Center for Environmental Policy and Management at the University of Louisville, and previously served as Director of the Local Economic Development Assistance Center at The Pennsylvania State University. He spent 15 years as an Expert Witness to the Environmental Finance Advisory Board to the U.S. Environmental Protection Agency and now serves on its  Sustainable and Healthy Communities Board of Scientific Counselors. A specialist in community and local economic development, Dr. Meyer has been engaged in brownfield redevelopment research and practice since 1993, researching the forces shaping urban infill and spatial expansion patterns and their economic and environmental impacts, both in the US and the EU. Starting in 2008, he was funded by both the UK and US governments to provide technical assistance on the economics of climate change, renewable energy and energy efficiency. He is now working on an EPA project designing a tool for community-level assessment of the impacts of brownfield redevelopment.

Donald H Miller

Founder and the chair of the International Urban Planning and Environment Association (IUPEA). Ph.D. in City & Regional Planning at the University of California, Berkley (1972). Fullbright Student at the Technical University, Delft Netherlands (1960). M.C.R.P at University of California, Berkley (1958). B.A. in Liberal Arts & Political Science at the University of Chicago (1955). Publications include eight books over last 17 years: six dealing with planning for sustainable urban development (eg. Urban Environmental Planning), and two on planning evaluation (eg. Beyond Benefit Cost Analysis).

Fernanda Magalhães

French Development Agency / Inter-American Development Bank (IDB)

 

Worked as a planning practitioner for 25 years. In 2007, she joined the Inter-American Development Bank (IDB) as a senior urban specialist where she lead projects in countries such as Brazil, Chile, Peru, Mexico and Suriname. Fernanda has over 25 years of academic experience and has authored many papers and books, including Regiões Metopolitanas no Brasil and Urbanização de Favelas no Brasil, published in English, Spanish, and Portuguese; “Changing Favelas in Neighbourhoods: the Favela-Bairro program in Rio de Janeiro,” edited by Vicente Del Rio and William Siembieda in Brazil; and “Housing the Poor in Brazil: The Slum Upgrading Experience,” edited by Brian C. Aldrich and Ravinder S. Sandu. Fernanda holds a degree in architecture and planning from the Federal Fluminense University in Rio de Janeiro, Brazil, and a Ph.D. from the Bartlett School of the University College of London. In 2006, she was a postdoctoral/visiting scholar at the Massachusetts Institute of Technology (MIT). At the present she has been seconded to the French Development Agency in Paris, and has Under her portfolio projects in Latin America and Africa.

Paulo Soeiro de Carvalho

General Director for Economy and Innovation, Municipality of Lisbon

General Director for Economy and Innovation in the Lisbon City Council, responsible for the areas of economic development strategy, investment, innovation, entrepreneurship and strategic clusters. PhD in Management at the Université Jean Moulin Lyon 3 (France), with a thesis entitled: “Scenarios as a tool to give context and sense to Weak Signals in a process of Competitive Intelligence”. Researcher and consultant in the fields of foresight, scenario planning, strategy and innovation with public and private organizations in different industries including telecommunications, electronics, software and tourism. Professor in several academic and training activities in the fields of Foresight & Scenario Planning, Strategy and Competitiveness. Until June 2011 it was the Foresight Director at the "Foresight and Planning Department" (DPP, Portugal), a public agency that works in the fields of regional foresight and planning, environment and sustainable development.

Wolfgang Teubner

ICLEI - Local Governments for Sustainability

 

ICLEI Regional Director for Europe and also the Managing Director (CEO) of the ICLEI European Secretariat. He has more than 20 years professional experience working with local governments on sustainable urban development, climate adaptation and mitigation, Local Agenda 21, waste management, as well as sustainable urban transport policies. During his career he has been involved in more than 100 European an international projects, including several research activities. In the period between 1994 and 1999 he has coordinated ICLEI‘s European Cities for Climate Protection Campaign and ICLEI‘s European Local Agenda 21 Guidance and Training Programme. From the start in 1994 he has been involved in the European Sustainable Cities and Towns Campaign and has participated in the drafting of the Aalborg Charta as well as the Aalborg Commitments. Between 1999 and 2004 he has represented the Local Government sector on the European Environment and Health Committee and has been a speaker at many high level international events including the European Council of Ministers.
